1. NAME
The Eastern Region Volleyball Association shall be known as the Eastern Volleyball Federation, hereafter referred to as 'the EVF'.
2. AREA
The geographical area of the EVF shall lie within the county boundaries of Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Norfolk and Suffolk.
3. AIMS
To work with the English Volleyball Association and Area Volleyball Associations to increase the number of young people and adults participating in volleyball within the Eastern Region.
To improve and develop performance structures so that participants at all levels of the sport may achieve individual and team success.
4. EQUITY STATEMENT
The EVF will work towards ensuring that all people irrespective of age, gender, disability, ethnic origin, creed, social status or sexual orientation have a genuine and equal opportunity to participate in volleyball at all levels and in all roles as a player, coach, referee, administrator or any other capacity.
The systems and procedures that are set up within the EVF must be consistently implemented without bias or discrimination.
Particular care should be taken to guard against the more subtle and unconscious types of discrimination which can result from preconceptions about the capabilities or characteristics of particular groups.
5. MEMBERSHIP
The membership shall be:-
All EVF Volleyball Clubs, colleges, schools and other recognised bodies that are currently affiliated to the English Volleyball Association.
All qualified EVF referees, coaches or other individuals who are currently registered with the English Volleyball Association.
The membership shall be represented at EVF executive committee meetings by the nominated representatives of their respective Area Associations.
6. OFFICERS
The following officers shall be elected annually at an Annual General Meeting:-

Regional Coaches and Managers shall be appointed by the EVF Executive Committee.
7. EVF EXECUTIVE COMMITTEE
Membership shall be:-
The EVF officers elected at an AGM or EGM.
Two nominated representatives from each Area Association Committee.
Any co-opted members with specific responsibilities.
The Executive Committee shall meet at least two times in each financial year.
The Executive Committee shall maintain a Job Description for each officer.
The quorum for meetings of the Executive Committee shall be four.
The Executive Committee may invite representatives of Sport England or other external bodies to attend meetings as guests.
Within a month after an EVF meeting the Secretary shall present a copy of the minutes to each Area Association.
Voting rights:-
Votes will be resolved by a simple majority.
Each elected EVF Executive Committee Member shall be entitled to one vote.
Each nominated Area Association Representative shall be entitled to one vote.
In the event of a tie, the Chairman shall have a casting vote.
In the absence of the Chairman, the acting Chairman shall have a casting vote.
Co-opted members and guests may not vote.
No individual may vote in more than one capacity.
8. FINANCE
The financial year of the EVF shall end on the 31st May.
An audited statement of accounts, up to and including this date, shall be presented to the membership at an Annual General Meeting.
The funds of the EVF shall be lodged at an approved financial institution and all cheques, drafts etc. drawn on any accounts shall be signed by any two of the following Executive officers.
Chairman
Secretary
Treasurer
Youth Development Officer
No individual may sign in more than one capacity.
The funds of the EVF shall be used to further the aims and objectives of the EVF.
In the event of dissolution, any remaining EVF funds shall be lodged with the EVA to be held in trust until such time as the EVF is reformed.
9. ANNUAL GENERAL MEETING
Not more than 15 (fifteen) months may elapse between Annual General Meetings of the EVF.
At least 28 (twenty-eight) days notice, specifying the place, date, time and agenda of the meeting, shall be given to all EVF officers and area associations. The agenda must include any proposed amendments to the Constitution.
All matters, with the exception of constitutional matters, shall be decided by a simple majority vote.
Alterations to the Constitution must be agreed by a two-thirds majority vote of those present and entitled to vote and only at an AGM or an EGM.
Within a month after an EVF AGM the Secretary shall present a copy of the minutes, audited accounts and a balance sheet to the Area Associations.
Voting Rights
Each elected EVF Executive Committee Member shall be entitled to one vote.
Each nominated EVF Area Association Representative shall be entitled to one vote.
Each EVF Volleyball Club, college, school or other recognised body that is currently affiliated to the English Volleyball Association shall be entitled to one vote.
In the event of a tie, the Chairman shall have a casting vote.
No individual may vote in more than one capacity.
In the absence of the Chairman, the acting Chairman shall have a casting vote.
Co-opted members and guests may not vote.
10. EXTRAORDINARY GENERAL MEETING
An Extraordinary General Meeting shall be convened by either:-
The EVF Executive Committee.
A written request, signed by four Area Associations or six EVA affiliated clubs, being sent to the Secretary.
An EGM should be held within six weeks of the date of any written request.
The provisions of article 9 shall apply to an Extraordinary General Meeting.
11. AREA ASSOCIATIONS
An Area Association must be recognised by the English Volleyball Association.
An Area Association shall be administered by a constitutionally elected committee.
An Area Association shall ensure that a copy of its current constitution is held with the EVF Secretary.
An Area Association shall, within one month of its Annual General Meeting, submit a copy of its minutes, audited accounts and a balance sheet to the EVF Treasurer.
An Area Association must have paid its annual fee to the EVF before its nominated representatives are able to vote.
In exceptional circumstances, as decided by the EVF Executive Committee, the EVF may call an EGM of an Area Association.
In event of the dissolution of an Area Association its remaining funds, but not debts, shall pass to the EVF in trust, to remain on deposit until such time as the new Area Association is recognised.
12. DISCIPLINE
The EVF and its Area Associations shall have the power to take disciplinary action against any club or individual within their jurisdiction.
Details of any disciplinary action shall be reported to the English Volleyball Association.
An appeal may be made to the English Volleyball Association.
